From 1966 to 1972

He was in charge of the Aeronautical Engineering office of the Aeronautical Verification Department of the General Directorate of Civil Aeronautics, in charge of the location of sites, facilities, adjustment and certification of air navigation systems; the maintenance of the electronic systems installed in the verifying airplanes, as well as the design and installation of a laboratory for the calibration of these systems used in the notification and verification of radio aids.

From 1973 to 1976

He served as Head of the Department of Aeronautical Verifications of the General Directorate of Civil Aviation, participating in the planning of flight programs for certification and verification of radio aids and visual aids, the training of pilots, operators of consoles and aircraft maintenance personnel. , the development of technical bases for the acquisition of communications equipment, radio aids and radars, as well as their installation and certification.

From 1976 to 1978

He acted as General Administrative and Air Transport Deputy Director of the General Directorate of Civil Aviation, participating in the negotiations of several Bilateral International Air Transport Agreements and in the analysis for the granting of permits and operator certificates. He also founded the National Center for Aviation Medicine.

From 1978 to 1997

He held the position of General Director of Navigation Services in the Mexican Air Space (SENEAM), a decentralized body of the SCT, responsible for the planning and supply of air traffic control, meteorology, aeronautical charts, aeronautical services information and aeronautical telecommunications.

From 1998 to 2006

He held the position of Permanent Representative of Mexico in the Council of the International Civil Aviation Organization, also serving as a member of the Air Transport Committee, Third Vice President of the Council in 1999, Chairman of the Finance Committee in 2000 and First Vice President of the Council in 2003

From 2006 to 2013

He served as President of the Council of the International Civil Aviation Organization (ICAO) governing body of Civil Aviation worldwide. This position was the result of the unanimous vote of the representative members of the ICAO Council.

2015 to the present

As of July of this year he held the position of General Director in Navigation Services in the Mexican Air Space (SENEAM).

His time in the different areas of the Federal Public Administration has allowed him to have the knowledge and vision always attentive to the solution of the problem of Mexican Civil Aviation, promoting its development.
